Biography
James A. Howard, II is a partner with Howard & Howard, P.C., in Virginia Beach, Virginia. He practices in the areas of insurance, tort, trucking and transportation law. His law practice includes appearances at all levels of state and federal courts and appellate courts. He is a member of the Defense Research Institute (Trucking Committee), the Transportation Lawyers Association, the Virginia Association of Defense Attorneys, the Claims and Litigation Management Alliance (Transportation Committee), and numerous other legal and business associations.
He attended truck driving school and has personal experience in the operation of tractor-trailers on streets, highways, and interstate highways. He has frequently spoken on transportation network companies, trucking and transportation legal issues and has had published numerous legal articles.
Jim graduated from the University of North Carolina at Chapel Hill with a Bachelor of Arts degree and from the Marshall-Wythe School of Law of the College of William & Mary with a Juris Doctor degree.
He served as a law clerk for eighteen months for the late Honorable Walter E. Hoffman of the United States District Court, Eastern District of Virginia.
