John has spent a lifetime around insurance with experience in both the private and public sectors. He began his career in an insurance agency his grandfather founded in 1932. John was called to public service with an opportunity to become Kentucky’s first Risk Manager advising every state agency and eight public universities on a wide-range of insurance and risk management matters. His public
service also includes holding the Robert Morgan Endowed Chair of Insurance at Eastern Kentucky University—the state’s only degree-granting program in Risk and Insurance. After a brief return to the private sector to practice law—principally Insurance and Workers’ Compensation defense—John was appointed Acting and Deputy Commissioner of Insurance to regulate Kentucky’s $15 billion insurance market. John moved to Florida in 2012 to become Director of Risk Management for Broward County—the 17th largest county in the United States with 60 departments that include Port Everglades and the Fort Lauderdale-Hollywood International Airport. He also served as the Director of Risk Management for Tampa International Airport and the four General Aviation airports of the Hillsborough County Aviation Authority. John is currently the Risk Manager for Kingsport, TN.
John is a member of the Kentucky Bar and holds several professional designations: Certified Insurance Examiner (CIE); Chartered Property Casualty Underwriter (CPCU); Associate of Risk Management (ARM, ARM-P); Chartered Life Underwriter (CLU); Chartered Financial Consultant (ChFC); and Certified Insurance Counselor (CIC).
John has received a number of industry accolades. He was named Public Risk Manager of the Year in 2016 by Public Risk Management Association. He also earned the National Underwriter’s Excellence in Workers’ Compensation award in 2015 and has won eight National Association of Counties awards for innovation.
