Biography

L. A. “Andy” Casto, C.P.C.U.:  Claims Practice Leader
Andy joined Encova Insurance, formerly known as BrickStreet, at its inception on January 1, 2006 having been part of the reorganization team recruited  to restructure the state run system and implement the reform legislation effective July 1, 2003. He is a native West Virginian with over 40 years experience in multi-state and multi-line claims management programs. His principle focus has been on workers’ compensation. He has worked in the coal and related business areas for over 15 years as a claims management consultant and director of self-insured Workers’ Compensation and Federal Black Lung programs for the American Electric Power Fuel Supply operations in West Virginia, Ohio, Illinois and Utah supporting a total employment population of 15,000 miners. These duties also included management of Longshore and Jones Act claims for an additional 1000 workers engaged in the operation, support, repair and shipping for inland water transport across the mid-west. He then served as the Director of Workers’ compensation programs for the Coal Business Group of Standard Oil involving mining operations in West Virginia, Kentucky, Pennsylvania, Illinois, and Indiana. He returned to the TPA and claims consulting business segments as the Regional Vice President for Associate Risk Services establishing and managing adjusting offices in Ohio, Virginia, Georgia, Florida and Texas.   These offices provided marketing and claims services for carrier, captive and self-insured programs as an MGA and TPA for workers’ compensation, general liability, and health insurance. Before returning to West Virginia in 2003, Andy served for 10 years as the Director of Worker’s Compensation for Kmart Corporation managing self-insured and large deductible coverage in all 50 states and US Territories.
