Biography

In August 2021, Paul joined Roanoke Valley Claims Service/Court Enterprises (CEI-RVCS), as the organization’s new President. With 32 years of multi-line claims management experience on the U.S. Carrier & IA/TPA services side of the industry, Graf oversees all business growth, strategic development & operations of both entities. Paul is responsible for expanding IA/TPA Service operations Nationally while increasing capacity for TPA services in the domestic/International Lloyd’s marketplace. Graf is launching CEI/RVCS’s Subro Recovery Services, a service division providing unique & highly successful subrogation recovery services in all 50 states.

Prior to joining CEI/RVCS, Graf served as VP Ops/Compliance/Mktg, COO, & Senior VP for two nationally recognized firms that provided TPA, subrogation recovery, IA and litigation management services. Graf also served in many capacities including various levels of management on the U.S. domestic carrier side for over 20 years filling important strategic managerial roles in Home/Regional Office operations.

Graf’s management of the organization’s industry leading IA, TPA, and Subrogation Recovery services, and his strong network of talented TPA/IA professionals, perfectly complement the core services offered by CEI-RVCS. Paul’s hands-on experience with arbitration/mediation, litigation support, subrogation management and even fraud/SIU controls will enable CEI/RVCS to take its service offerings to the next level. Other operational and professional claims experience Graf will be able to leverage for CEI/RVCS’ clients includes: Automobile/Motor Truck Cargo coverages, Trucking/Transportation, Heavy Equipment, Workers’ Compensation, Auto Material Damage, E&O/Prof'l Liability coverages, Nat'l Subrogation Recovery & Catastrophe Claims Management services.

Graf is a member of the Richmond Claims Association (former President) & former Executive Team Member for the VSCA. Graf served as the NE RVP & Education Chairman for the NAIIA; currently on the Strategic Leadership Committee. Graf is actively involved with WSIA, PLRB, The CLM as Faculty/Transportation Committee Member, LEA, PAMIC/NAMIC, VSIA, and is past Kids’ Chance of VA Board member.
